Dear Families of Saint Joseph School,
This is an exciting time of year, not only for you, but also for me as I look
forward to my tenth school year at Saint Joseph. I would like to extend a warm
welcome to everyone and a special welcome to all of our new families. I am happy
that you have chosen Saint Joseph School for your child’s(ren) education. Saint
Joseph School children are very fortunate to have parents that make sacrifices
in order that they can receive a Quality Catholic Education.
Each and everyone of you is very important to us and it is exciting to have you
as a part of our Saint Joseph Family. We are so blessed to have experienced
dedicated teachers on staff at Saint Joseph, as well as our support staff which
is very much an asset to us.
I ask for your continued prayers and cooperation as we begin another school
year. It is significant that we work together and understand the importance of
not only supporting our principal and teachers, but also the policies in this
handbook which I have reviewed & approved.

Welcome back to Saint Joseph School and to another school year!
The faculty and staff of Saint Joseph School are committed to providing the best
for you; spiritually, academically, physically, socially and emotionally. We are
committed to your development as young Christian people. We ask that you pray
with us, work with us, and join with us in developing Christ in each other.
This handbook will help you to become familiar with some of the rules and
guidelines that will help us to live and work together in our school community.

Mission Statement
The mission of Saint Joseph School is to provide a faith-filled learning
environment where students and staff are challenged to live the teachings of
Jesus Christ.
PHILOSOPHY OF EDUCATION
Each child is born unique, fashioned in a way no individual has ever been
fashioned. Each child has a right to progress at a rate suited to his or her
ability.
Education is instrumental in shaping the lives of human beings for a future in
which the children of today will play a major role. Each child can expect
parents and the school to provide for an appropriate rate of learning in order
to achieve maximum growth.
At Saint Joseph School we strive through a sound, up-to- date curriculum to make
learning comfortable, exciting and challenging for our students. We accept the
challenge of leading our young people to develop Catholic, spiritual, moral,
academic, physical, and social goals.
Our top priority is to guide each child in living a faith filled life. We assist
the students in their search of the future as true, loving, and active members
of our parish, our church, and our community. We strive to teach them to value
the self worth of every individual as a member of God's family and to witness
that Jesus is Lord.
GOALS
1. To develop a personal awareness and practice of Catholic/Christian
spirituality.
2. To foster the realization that God lives within each individual, that each is
called to see Christ in every person and thus treat all with respect.
3. To teach the basic doctrine and truths of the Catholic Church, to develop a
knowledge and appreciation of the Bible and to foster a life of faith.
4. To develop good character, self-respect, and a feeling of self-worth.
5. To develop a desire for learning now and in the future.
6. To form satisfying and responsible relationships with other people, including
those with characteristics different from his/her own.
7. To develop communication, computation, and other academic skills suited to
each individual's abilities.
8. To teach responsible citizenship, leadership, and the practice of democratic
ideals.
9. To develop an understanding and practice of the skills for healthy family and
community living.
10. To develop an awareness of and an appreciation for the culture and beauty in
the world.
11. To teach effective stewardship of time, talent, and treasure.
12. To teach the constructive use of leisure time.
13. To develop an understanding and practice of health and safety.
ABSENCES
Absences
The following are considered valid reasons for being absent or tardy:
1. Personal illness
2. Serious illness or death in the immediate family
3. Medical appointments only when necessary
4. Absences approved in advance by the principal because of a reasonable
request by parents.
What to do After an Absence
1. Arrangement for make-up work will be made by the teacher, student and
parents.
We have always stressed the importance of scheduling appointments for your
child(ren) after school hours, but due to not having this request followed we
have implemented the following policy:
If a student is absent from school for more than 30 minutes in the AM or PM,
it will be documented as a 1/2 day absence.
ACCIDENTS
In case of an accident on school property, the teacher or playground
supervisor will provide first aid. If it is an emergency, parents will be
called.
ACCIDENT AND HEALTH
Safety is stressed in all of our activities. If students are injured or
become ill in school they will be cared for temporarily by the person in charge
until parents can be notified.
If immediate attention is required, and parents cannot be reached, the student’s
family doctor will be called and the student will be taken to the clinic or
hospital.
Information that is needed on your registration form should include the
following:
1. Parent’s address, home and business numbers.
2. Name, address, and telephone number of your family doctor and dentist.
3. Name, address, and telephone number of a relative, neighbor, or friend who
will care for the student in the event parents cannot be be reached or are not
available.
ACCREDITATION
Saint Joseph Elementary School is accredited by the North Dakota Department
of Public Instruction and by the North Central Association.
ADMISSION
Children from the Saint Joseph Parish will be given priority for admission to
the Saint Joseph School. Children from other Parishes will be admitted on a
space available basis.
Children entering Kindergarten, must be five years old by August 31.

ATTENDANCE
Consistent attendance is necessary for educational growth. Absences and
tardiness hinder academic achievement and the morale of the entire school. If a
child is ill, he/she should not attend school and risk spreading the illness. In
those cases, parents are asked to call the office and indicate the reason for
the attendance.

BAND
The 6th grade band program is provided through the Mandan Public School
System. Students receive their band instruction at the Custer School. For more
information, please call the office.
BICYCLES
Bicycles should be used only to go to and from school.
1. Bicycles are to be parked on the west side of the school during school
hours.
2. Bicycles are not to be ridden during noon recess.
BUILDING CARE AND USE
Students have the responsibility and privilege to help maintain our school in
its present attractiveness. Students are not to use profane, obscene, or immoral
language or drawings anywhere in the building. Destruction or abuse of school
property is reason for disciplinary action. All employees (teachers and staff
people) have the authority to protect the building and school property.
BULLETINS - NEWSLETTERS
Periodically bulletins, newsletters, or other notices will be sent home with
the students. This is but one way in which we commit ourselves to keeping you
informed and keeping the lines of communications open. We ask that you show your
support and cooperation by reading all information that is sent home.
BULLYING
Bullying or peer abuse is aggressive or harmful behavior which is carried out
repeatedly and over time. Bullying can be direct, using open verbal or nonverbal
attacks on the individual. Bullying can also be indirect, using individual
exclusion or isolation.
Saint Joseph School is committed to providing an environment that is safe for
students and staff. Therefore, no one (including staff or students) is entitled
to use bullying of any form in school, on buses, at school activities, or on
school property. A confirmed incident of bullying shall subject a student to
disciplinary action.
BUSES
Mandan Public Schools provide busing for Saint Joseph School families that
live within the busing zones. Please call 663-9531 for more information.
Students who are bus students have less than five minutes to get on the
bus. If they miss the bus parents will have to be called and arrangements made
for transportation.
Buses will load and unload at the south door of the school and students
are expected to use the south entrance of the school only.
Bus students are to show respect of the bus supervisor and follow
directions at all times.
Bus students arrive and exit the building through the south entrance
only, unless otherwise directed.
Students are reminded that the bus driver has total responsibility and
authority on his or her bus. Failure to comply with their requests or orders
will result in not being able to ride the bus. In that event students will not
be able to ride the bus until parents meet with the principal.
CAMPBELLS LABELS/BOXTOPS FOR EDUCATION/TYSON & OTHER
Please remember to save the UPC Symbol from Campbells Soup Labels & Boxtops
for Education. We purchase educational equipment with the Campbells Soup Labels
and we receive cash payments for the Boxtops for Education, and Tyson Labels
which are placed in a student account and used for student activities.
A list of Campbells, General Mills, and Tyson Labels can be found in
the Appendix.
We also receive a cash payment from the Target Co. whenever you use your
Target Charge Card and designate Saint Joseph School as the school of your
choice. The profits we receive from Target are also put into the student
account.
When purchasing supplies at Office Depot please use our school ID # is
70063237 and they will give us cash discounts for future purchases.
CELL PHONES
Cell phones apparently have become a big part of everyone’s life. Yes, they
can be a necessary tool, but there is a time and place for cell phones and
school is not one of those places. Students are not permitted to have cell
phones on school property.
COMPLIANCE
Saint Joseph Parish School & Daycare are in full compliance with the
Diocese of Bismarck Guidelines for Safe Environment For Minors, March 17,
2003, whereby all employees & volunteers in close proximity to children must
pass a required a background check which will investigate any history of the
abuse of children.
These Diocesan Guidelines are in response to the Charter for the
Protection of Children and Young People, approved by the United States
Conference of Catholic Bishops on June 14, 2002.

CONFERENCES
Parent/ teacher conferences are held twice during the year. On request, by
either the parent or teacher, additional conferences can be arranged. Parents
are encouraged to visit the classroom at any time
DRESS CODE
We at Saint Joseph School believe that everyone is equal and that our dress
coded reduces economic differences between students, promotes positive peer
interaction and also promotes school unity, identity, and spirit.
The following brands, items, and colors will be permissible for
the Saint Joseph School Dress Code. All clothing items must be purchased at J.
C. Penney or French Toast Pants may be ordered online.

BOYS
Hair can not be longer than collar length or below the eyebrow; No pony
tails, Mohawks, dread locks or punk styles; and Exotic coloring of hair is not
permitted; blue, green, red, orange, yellow, purple, etc.
Boys are not allowed to wear pierced earrings or have piercings of any kind.
Pants that are cut off for shorts must be hemmed to the length of the store
purchased shorts. Socks must be worn at all times. Slippers are not permitted.
GIRLS
No Mohawks, dread locks or punk styles; and Exotic coloring of hair is not
permitted; blue, green, red, orange, yellow, purple, etc. Girls are allowed to
wear pierced earrings, but other piercings will not be allowed. Pants that are

DISCIPLINARY ACTION for infraction or noncompliance of dress code.
1. If the student is not in compliance, the parent will be notified
to bring appropriate clothing to school for the child.
2. In the event the parent is unavailable, a notice will be sent home
with student explaining the infraction. The student must return the form, signed
by the parent, the following day.
3. If there are three violations within a nine-week period, a parent,
child, principal conference will be held.
4. More than three violations of the Saint Joseph School Dress Code
may result in suspension from school.
When signing the final page of this handbook, you are agreeing to
purchase all SJS Dress Code Clothing from J. C. Penney and or French Toast Pants
Ordered on Online only & follow above requirements.
FIELD TRIPS
Teachers are encouraged to take their classes on a variety of field trips,
especially as a culminating activity for a particular class lesson. Parents are
asked to participate by providing transportation for such trips. Permission
slips are a necessary part of field trips.
FIRE DRILLS
Fire drills must be conducted on a regular basis and should not be the cause
for alarm. Students are to leave their classrooms in a single file and leave the
building without running or talking. Teachers will assure a child count during
all drills.
FOOD AND BEVERAGES
Candy, gum, seeds, or any other food substances are not allowed in any
classroom or anywhere in the building at any time, except with teacher approval.
GRADING SYSTEM
The following grading system will be used at Saint Joseph School:
Students in Kindergarten, 1st and 2nd grades will be on a S
(Satisfactory), N (Needs Improvement), and U (Unsatisfactory)
system.
Students in grades 2, 3, 4, 5 and 6 will be graded as follows
99 - 100 = A+
95 - 98 = A
93 - 94 = A-
91 - 92 = B+
87 - 90 = B
85 - 86 = B-
83 - 84 = C+
79 - 82 = C
77 - 78 = C-
75 - 76 = D+
72 - 74 = D
70 - 71 = D-
Below 70 = F
PROGRESS REPORTS
Progress Reports will be sent home at the mid-term of each quarter grading
period.
REPORT CARDS
Students will receive report cards after each quarter grading period. The
report card will be given to parents during the parent/teacher conferences that
are held after the first and second quarters or within one week of the end of
conference quarters.
HOMEWORK
Some homework may be required of all students. Try to arrange a definite time
during which children can have a quiet time away from television and other
distractions to do their homework. Students are expected to have homework
assignments completed when they are due and parents are encouraged to check how
their children are progressing by giving them guided help with their homework.
If it is necessary for your child(ren) to be absent from school, you need to
pick up your child’s homework at 3:20.
HOT LUNCH
The cost of the hot lunch will be $1.60 per day or $32.00 for a ticket of 20
meals. Free and Reduced meals are available for those who are eligible.
If you bring your own lunch you can purchase milk for 25¢ a day or $5.00
for a monthly ticket.
When sending a cold lunch for your child, pop and candy are not permissible.
When purchasing hot lunch and milk tickets, they may be combined on one
check, but due to separate accounts, they may not be included on tuition
payments.
Please remember that due to the variety of different personal tastes it
is impossible to cook what everyone likes. We ask that parents please talk to
your child(ren) about wasting food. They are required, by the state hot lunch
program, to take three items. It they do not like something, a simple “no thank
you” is more appropriate than wasting the food.
It is permissible for students to bring cold lunch, but pop, sport
drinks and candy are not acceptable.
Students leaving the building for lunch, must return at their designated
time or they will be counted tardy.

IMMUNIZATIONS
All students must have on record those immunizations required by the State of
North Dakota. Those immunizations include:
1. Diphtheria, Whooping Cough, Tetanus, Polio, and Rubella.
2. Boosters for Diphtheria, Whooping Cough, Tetanus, Polio.
3. Other immunizations as advised by your doctor.
4. Parents should also have written records of all immunizations.
INSURANCE
Saint Joseph does not carry any form of medical insurance for children who
are injured while on school property or during school activities.
LEAVING THE BUILDING
When it is necessary for your child to leave the building before dismissal
time, please send a note to school with your child informing the teacher of your
intention.
When you arrive at the school to pick up your child please come to the
school office and your child will be called to the office. If the child is
returning to school, during the same day, he/she must check back in at the
office. Students will not be allowed to wait outside or in the hallways for
you.
LIBRARY USE
The purpose of the library is to serve you in the best way possible with your
learning. Library rules will be reviewed at the beginning of each year. It is of
the utmost importance for all library books to be returned on the due date.
Books that are not returned, at the end of the school year, will require payment
for replacement, before the final report card will be issued.
LITURGY
Our Catholic Faith is very important to us at Saint Joseph, you are welcome
and encouraged to join us for weekly School Masses, Thursdays at 9:00 AM.
LOST AND FOUND
Lost and found departments are found on first and second floor.
MEDICAL INFORMATION
We need to be aware of any special medical concerns of our students. These
concerns would include such things as diabetes, epilepsy, allergies, etc., and
any medications which a child may need. If the student must have prescription
medication in case of an emergency, that medication should be made available to
the school. Along with the medication, instructions on how to administer the
medication are important. All medication will be kept in the office and
administered according to directions and only if there is a signed parental
consent form.
If your child uses an inhaler and has it at school, that also must be
communicated to the classroom teacher and the office. A SJS consent form
along with a possession and self administration consent form from your physician
is necessary for inhalers as well. If you choose not to have your child’s
inhaler kept in the office then it must be kept in a zip lock bag in a zipped
compartment of their back pack. Inhalers need to be used in the presence of a
teacher or supervisor. Students, not Saint Joseph School, are liable for any
consequences of sharing the medication with other students or misuse of the
medication and subject to disciplinary action.
Our insurance provider, Catholic Mutual, does not permit us to allow any
nonprescription medication in our building.
WHEN TO KEEP CHILDREN AT HOME MEDICAL REASONS
While regular attendance in school cannot be overemphasized, there are times
when, for medical reasons, children should be kept at home. If the child has any
of the following symptoms, parents should keep their child at home (for his or
her health as well as for the health of other children):
Severe Headache Diarrhea Runny Nose
Vomiting Sore Throat Skin Rash
Chills Harsh Cough Enlarged Glands
Fever Persistent Pain Red or Running Eyes
If any of the above symptoms persist, the family doctor should be contacted.
If a child should have a communicable disease, please notify the school.
If it is necessary for your child to miss more than three days of school, a
Dr.’s excuse is required upon returning.
PARENT - TEACHER ORGANIZATION
The PTO is our special organization that works for the improvement of our
school in many different areas. By the united concern and efforts of our parents
and teachers can we possibly provide the best environment for the spiritual,
social, physical, emotional, and academic growth of the children. It is very
important for you to take an active role and attend PTO meetings.
PARENTAL INVOLVEMENT
It is of the utmost importance for parents to not only show an interest in
the education of their child, but also to take an active role. This can be done
in many ways and the following are examples;
1. Please go over homework with your child and make sure it is being turned in
on time.
2. Read all correspondence that is sent home from school, so you can stay
informed of the school happenings.
3. There are times that we need to call on you and ask for help, please make an
honest effort and help where and when you can, so that everything does not fall
of the shoulders of a few.
4. It is of the utmost importance that we have your complete support and that we
work together. It is impossible that we agree on everything, but we do ask that
when you have a concern, please come in and discuss it rather than making your
concern known to your child(ren) or with your friends. Sending notes/letters of
your concerns in an unsealed envelope to school with your child is not
appropriate.

PETS
We realize that pets are very important to their owners, but our students’
safety must be first and foremost; therefore, we do not allow any pets on school
property.
PLAYGROUND RULES
See the section in the Personal/Behavior Management for expected playground
behavior.
PRESCHOOL/DAYCARE CARE
Our Preschool has four sections and is offered in the morning and afternoon.
The Preschool year begins the Tuesday after Labor Day and follows the school
calendar the rest of the year.
Early Years Learning Center offers 12 months of daycare services and is open
from 6:30 AM until 6:00 PM. (A separate handbook is available for Preschool and
Day Care.)
RECESS
Students are expected to go outside for recess, unless weather does not
permit; therefore, they need to dress according to the conditions of the
weather, warm coats, hats/caps, gloves/mittens, and boots. If the temperature or
wind chill is -10 students will be kept inside. Students are also asked to show
respect and obey all supervisors at all times.
REGISTRATION
Registration for admission to Saint Joseph School begins in January of each
year. Enrollment fees are as follows and the fees must be paid by the last day
of the school year to avoid a $25.00 late registration fee.
$65.00 enrollment fee for each child for registered and contributing
members Saint Joseph Church.
$175.00 enrollment fee for each child for non Saint Joseph Church members.
Enrollment fees are non-refundable, unless you are moving from the Mandan area.
RELIGION
Personal experiences in Christian living is offered to the students through
participation in a weekly Liturgy, as well as through daily prayer. Students
also experience Christian living through the classes in religion that emphasize
growth in the beliefs and spirituality of the Roman Catholic Church. The school
encourages a Christian understanding of our mutual responsibilities to each
other.
Programs for the reception of Eucharist and Reconciliation are provided
in the second grade.
Children of all faiths are welcomed in our school.
RETENTION
The decision for promotion or retention of a student will be the
responsibility of all educational personnel serving the student and the parents,
cooperating as a team. Data pertinent to the present level of functioning of the
student will be presented by each staff member involved in a possible retention.
It is hoped that this will allow for:
1. Identification of the student’s problem early so that ample time is
available for remediation and educational growth.
2. Student and parental awareness of the need as well as continuing
communication between home and school.
Extenuating circumstances may necessitate administrative approval to
modify the above plan.
SCRIP PROGRAM
SCRIP Certificates are sold at the school and parish offices, and after all
weekend Masses. When you purchase SCRIPS, you pay face value and they are used
the same as cash. All businesses that accept SCRIP Certificates are listed on
the SCRIP form along with their percentage discount given to Saint Joseph.
The proceeds from the SCRIP Program at Saint Joseph are used for ongoing
maintenance expenses. We ask that all families use this program, it costs you
nothing extra, and there is nothing to sell.
SCHOOL BOARD
The school board for the Saint Joseph School is composed of lay members, the
principal, and the pastor. The Committee has as its purpose the improvement of
education for Saint Joseph School. The board also serves as a policy making
committee for the school. Members are either appointed or elected.
SCHOOL DAY
The school day will begin at 8:40 AM and end at 3:20 PM. School personnel
will not be responsible for behavior and conduct of children on their way to
school or after school.
We ask that students not arrive before 8:30 AM, unless they are bus students.
Teachers need this time before school to prepare for the day and meetings are
also held during this time.
Students that are not in their classroom by 8:45 will be counted tardy and after
three unexcused tardies the student will serve detention after school on the
following day. There will be an additional 15 minutes of detention added for
each unexcused tardy thereafter.
SEARCH & SEIZURE
Saint Joseph School and Parish are co-tentants of all school property,
including desks, and we reserve the right to search all school property,
including desks, at any time without notice.
SIXTH GRADE PARTY
It is a tradition at Saint Joseph School to provide the sixth grade class
with an end of the year school party. It gives the students the opportunity to
have some closure to the years they have spent at Saint Joseph. The Saint Joseph
School PTO provides $15.00 per student to pay for the expenses of the party.
All activities must be pre-approved, by the Saint Joseph School Principal and or
Pastor, before any information is sent home to families. Due to the strict
constraints of our insurance policy holder, Catholic Mutual, no overnight
parties, or hotel swimming parties will be allowed. This special party is for
sixth grade students and their parents only, and not younger or older siblings
and friends.

SPECIAL SERVICES
Saint Joseph School participates in federally funded programs established by
the Mandan Public School District, which include Title I Services, Learning
Disabilities, Speech and Language Services.
STORM POLICY
Should there be a severe storm the following guidelines will be followed:
1. Should there be a sever storm, please listen to any of the local radio
stations for school cancelations.
2. Should a sever storm arise during the school day, we will dismiss only if
Mandan Public School dismisses, because of busing. Parents are permitted to pick
their children up if they choose to do so.
STUDENT CONDUCT AND GUIDELINES
This handbook cannot include every possible phase of student behavior. Common
sense will dictate the proper course of action in the absence of a written
policy.
STUDENT FILES
Student files may be viewed at any time by students or by parents when school
is in session. Files may be viewed only in the presence of the principal.
SUBSTANCE ABUSE
Saint Joseph School has a “Zero Tolerance” policy toward the possession or
use of illegal or controlled substances and substances regulated by state or
local laws. Illegal or controlled substances include all substances that are
controlled or are illegal to possess as defined by state or federal statues.

1. For reasons other that those cited above.
TARDY POLICY
Students that are not in their classroom by 8:45 will be marked tardy. If the
student receives three unexcused tardies in one quarter, the consequence will be
15 minutes of detention after school. There will be an additional 15 minutes of
detention added for each unexcused tardy thereafter. Unexcused tardies that
resort to receiving detention are not carried over to the next quarter. Students
will not be marked tardy if their bus is late. This policy also includes being
late for choir on Wednesday mornings, which begins at 8:30 AM.
TECHNOLOGY
Saint Joseph School students and staff have access to the computer lab. This
continues to be an exciting opportunity but, we are also concerned about
possible misuse of our electronic technologies. With this in mind, we have an
Electronic Network Facilities Acceptable Use Policy, which states the use of the
school’s electronic devices are a privilege that can be revoked if the student
misuses our equipment or network system.
There is an application for Electronic Network Use, which is signed by
each parent and student attending Saint Joseph School.
Along with having access to the computer lab SJS students also have the
privilege of having an Edutec E-mail Account. It is important to realize the
e-mail account provided for your child is monitored and the account can not be
used for internet chat rooms or on-line shopping. This account is for the use of
the student only and it is unacceptable for anyone (including other family
members) other than the SJS Tech individual to alter the account or make changes
to the student’s password. Any abuse with this account will result in loss of
e-mail privileges.
TELEPHONE CALLS
Students will not be called from the classrooms to answer the telephone
during school hours unless it is determined to be an emergency. Students may use
the phone in the office, but only when absolutely necessary. Students will
not be permitted to use the phone to make after school plans, this needs to
be taken care of in advance. Students are not permitted to make long distance
phone calls from a school phone.
TEXTBOOKS
The school provides books for all students. It is the responsibility of the
students to take care of those books. Reasonable wear and tear is natural.
Unreasonable damage to books will result in fines. Those fines must be paid at
the office and report cards will be withheld until such fines are paid. This
also applies to library books.
TUITION
Although the tuition that you pay does not cover the cost of educating a
student at Saint Joseph School; we are very grateful to each and everyone
of you for the financial sacrifices which you make in order to have your
child(ren) receive a Catholic Education. It is of the utmost importance that we
receive tuition payments so we can continue to offer “Current Educational Tools
and Strive for Academic Excellence.”
The following is a schedule of tuition for Saint Joseph School and
these rates are based on 12 monthly payments :
1 CHILD: $132.41 Per Month
2 CHILDREN: $212.25 Per Month
3 CHILDREN $307.83 Per Month
Tuition can be paid on a 9 or 12 month plan, but it must be paid each
month. Half of the tuition should be paid by midyear and the balance by the end
of the school year or before the beginning of the following school year,
depending on the plan you choose.
All tuition must be paid in full before any student records will be
transferred from Saint Joseph School.
Anyone that recruits a family to Saint Joseph School, will receive one
month credit on their tuition.
TUITION ASSISTANCE
Saint Joseph School does have a Tuition Assistance Program to assist with
tuition for those families in need. Requests for assistance must be made to the
principal. Donations can be made to this Fund by contacting the principal.
Profits made from our QSP Magazine Drive and the sale of candy and popcorn on
Fridays is also contributed to this Fund.
TUITION POLICY
Saint Joseph School does not receive Federal or State Funds; therefore we are
subsidized by Saint Joseph Parish and we rely very heavily on tuition payments.
In 1997 the following Tuition Policy was adopted; No records will be
transferred from Saint Joseph School until tuition is paid in full.
VISITORS
Visitors must report to the office upon entering the school.
VOLUNTEERS
On many occasions during the school year we will be calling on volunteer
helpers to assist with a variety of school projects. Your active participation
in all programs and fundraisers continues to be greatly appreciated.

Dear Saint Joseph School Parents and Staff;
In compliance with the US Environmental Protection Agency (EPA) Asbestos Hazard
Emergency Response Act (AHERA), in the fall of 1988 we performed inspections of
our school buildings for asbestos-containing building materials. The inspection
findings and asbestos management plans have been on file in the school
administrative office since that time.
The EPA requires us to perform reinspections of the asbestos materials every
three years. An accredited Inspector/Management Planner, James McGurren, from
Badlands Environmental Consultants; Bismarck, ND performed the reinspection of
our district on June 7, 2007 and issued a report regarding the results. A
surveillance walk through was completed in December 2008 and again in July 2009.
Badlands Environmental Consultants, has been contracted to provide environmental
services, which includes maintaining compliance with Federal regulations
regarding asbestos and other regulated environmental concerns.
All asbestos containing materials in our school are in good condition and we
will continue to manage them in place, as recommended by the accredited
Management Planner.
The results of the reinspection as well as the last 6 Month Surveillance are on
file in the Management Plan in the school’s administrative office. Everyone is
welcome to view these anytime during normal school hours (M-F 8:00 AM - 4:00
PM). You may also contact Badlands Environmental Consultants, at 701-223-7335.
We are intent on not only complying with, but exceeding federal, state, and
local regulations in this area. We plan on taking whatever steps are necessary
to insure your children and our employees have a safe and healthy environment in
which to learn and work.

COMMUNICABLE DISEASES
Following are brief descriptions of the more communicable diseases.
Animal Bites
Immediately wash with soap and water. Medical consultation recommended. All
animals that have bitten individuals are to be securely impounded for a period
of 10 days.
Chicken pox
1. Early Symptoms: Slight fever, general feeling of illness, blister-like
eruptions on the skin.
2. Incubation Period: 2-3 weeks.
3. Restriction of School Attendance: Keep at home for 7 days from the initial
appearance of the rash. Crusts must be dry. Physician's permission not required.
Conjunctivitis (Pink Eye)
1. Early Symptoms: Itching of eyelids, burning of eyelids, whites of eyes
turn pink or red, usually some mucus, swelling of eyelids also possible, light
may be irritating. Treatment required.
2. Incubation period: 1-3 days.
3. Restriction of School Attendance: May attend after on antibiotic eye drops
for 1 full day.
Diphtheria
1. Early Symptoms: Sore throat, fever croupy cough.
2. Incubation Period: 2- 7 days.
3. Restriction of School Attendance: Usually less than 2 weeks. Physician’s
permission required, after 2 successive negative nose and throat cultures.
4. Contacts: Quarantined in home.
German Measles
1. Early Symptoms: Rash, enlargement of lymph nodes on back of neck.
2. Incubation Period: 14-21 days.
3. Restriction of School Attendance: Until free from rash, and physician’s
written release is received stating child may attend school.
Impetigo
1. Early Symptoms: Many cloudy blisters or small boils progressing to open
sores with yellow crust and reddening of the skin in one or more areas of the
body. Generally caused by strep bacteria.
2. Incubation Period: 1-3 days.
3. Restriction of School Attendance: The contagious period lasts as long as the
sores remain unhealed. Child should remain out of school until sores are healed
and a physician’s written release is received stating child may attend school.
Infected person should be excluded from food preparation. Medical treatment
important for prevention of kidney disease. Contacts must be checked daily for 5
days on children who have been exposed.
Infectious Hepatitis
1. Early Symptoms: Fever, fatigue, nausea, headache, abdominal discomfort, loss
of appetite, yellowish tinge to skin and eyes.
2. Incubation Period: 15-35 days.
3. Restriction of School Attendance: First week of illness and until physician’s
written release is received stating child may attend school.
Mumps
1. Early Symptoms: Malaise, slight fever, swelling of parotid gland in front
and below the ear.
2. Incubation Period: 12-26 days.
3. Restriction of School Attendance: 9 days, or when all swelling is gone.
Pediculosis ( Lice )
1. Early Symptoms: Itching of scalp, scabbing on scalp, small white patches
hanging in hair.
2. Restriction of School Attendance: Immediate attention by physician and
must be free from lice and nits before returning to school.

Red Measles
1. Early Symptoms: Fever, watery eyes, persistent cough (head cold), blotchy
rash.
2. Incubation Period: 10-15 days.
3. Restriction of School Attendance: 5 days from appearance of rash and
physician’s written release is received stating child may attend school.
Ringworm of Scalp or Body
1. Symptoms: Localized round scaly patches, short broken off hair if on
scalp.
2. Restriction of School Attendance: Until under treatment of physician and must
prove evidence of treatment.
Scabies
1. Restriction of School Attendance: Physician’s written release is received
stating child may attend school.
Scarlet Fever
1. Early Symptoms: Nausea, fever, sore throat, fine rash.
Complications: Kidney infection, rheumatic fever.
2. Incubation Period: 2- 7 days.
3. Restriction of School Attendance: Not less than 6 days after onset of disease
and until all abnormal discharges have ceased and physician’s written release is
received stating child may attend school.
Streptococcal Sore Throat (Strep Throat)
1. Early Symptoms: Fever, sore throat, body aches, swollen glands
2. Incubation Period: 1-3 days
3. Restriction of School Attendance: May not return to school until after
results of throat culture are received. Must be on antibiotics for 24 hour,
after positive diagnosis before returning to school.
Trench Mouth
1. Restriction of School Attendance: Physician's or Dentist's permission
required to return to school.
Whooping Cough
1. Early Symptoms: Irritating cough which becomes spasmodic and is followed
by an inspiration whoop.
2. Incubation Period: 7-21 days.
3. Restriction of School Attendance: Not less than 3 weeks from onset of cough.
Contacts who have not had the disease or been immunized quarantined until last
case in family released.

Dear Parent/Guardian;
An unusually high number of whooping cough (pertussis) cases have been reported
throughout the state since June 22, 2004. Whooping cough is a contagious disease
that is spread through the air by cough. Whooping cough begins with cold
symptoms and a cough that becomes much worse over 1 to 2 weeks. Symptoms usually
include a long series of coughs (“coughing fits”) followed by a whooping noise.
However, older children, adults and very young infants may not develop the
whoop. There is generally no fever. People with whooping cough may have a series
of coughs followed by vomiting and difficulty catching breath. The cough is
often worse at night and cough medicines usually do not help the cough. Whooping
cough is often mild in vaccinated children, adolescents, and adults. The disease
is most severe in infants and unvaccinated children. Enclosed is a fact sheet
with more information about whooping cough.
The North Dakota Department of Health recommends:
• All children younger than seven should be vaccinated against whooping cough
with 5 doses of diphtheria, tetanus, and pertussis containing vaccine (DT&P).
• Parents should encourage children to use proper respiratory hygiene.
• Covering mouth when coughing
• Disposing of tissues immediately after use
• Washing hands thoroughly and often (after using the bathroom, coughing,
sneezing, or blowing your nose)
• Parents should keep sick children home from school, in order to prevent the
spread of all diseases at school.

We, the faculty and staff of Saint Joseph School, are committed to providing the
best for your children: spiritually, academically, physically, socially, and
emotionally. We are committed to the development of your children as young
Christian people. We ask that you pray with us, work with us, and join with us
in developing Christ in your children.
We also believe that the route to personal behavior management is developed
through the process of self-discipline. We believe that such self-discipline
must be developed through a positive approach to personal behavior management.
We further believe that students must be given every opportunity to demonstrate
positive behaviors, and they must be actively guided and continuously encouraged
to move toward such positive behaviors
The following are some clearly defined and positive behaviors that we ask our
students to develop and demonstrate. As a staff we will do all we can to assure
that such self-discipline will happen. We do understand that there will be times
when behavior contrary to the desired behavior will be demonstrated. At such
times action may need to be taken to have our students learn about the
consequences of behaviors that may be contrary to the positive behaviors that
are desired. Such consequences will be discussed after the following listing of
positive behaviors. Please read through and discuss the following with your
child, also please note some of the changes.

Other
It is important to remember that the above is not an all-inclusive list. It may
be added to, as determined by the individual classroom teacher. Such behaviors
that are added will be listed as positive behaviors.
Should there be occasions when the student chooses to ignore these positive
behaviors, it will become necessary to put consequences into effect in an effort
to guide the student to more positive behaviors. Those consequences have a
distinctly negative nature. While it is desirable that such consequences will
not have to be used, the limits of human nature are recognized and reality must
be worked with.
In the event that behaviors are demonstrated that are contrary to the positive
behaviors listed above, or contrary to other positive behaviors that may not be
listed, the following consequences will be followed:
1. Student will be given verbal warnings.
2. Student’s name will be placed on the board, as a visual warning of further
consequences that will be used if such negative behavior is continued.
3. Check #1 follows name. This means the following:
A. 15 minutes of recess time spent inside.
4. Check #2 follows name. This means the following:
A. The issuance of a first yellow slip.
B. 15 minutes of detention after school the following day.
5. Check #3 follows name. This means the following:
A. The issuance of a second yellow slip.
B. Student and supervisor calls parent.
C. 30 minutes of detention after school the following day.
6. Check #4 follows name. This means the following:
A. The issuance of a third yellow slip.
B. 30 minutes of detention after school the following day.
C. Conference with parents, student, teacher/supervisor, and principal.
7. After the third yellow slip during the quarter, the following step will take
place.
A. RED SLIP is issued and student will have in school suspension 1-3 days
depending on the infraction.
8. 2nd RED SLIP issued any time during the year will constitute the following:
A. Out of school suspension 1-3 days depending on the infraction.
B. School Board and Principal will meet to discuss further action. Parents may
attend if they so desire.
9. 3rd RED SLIP issued any time during the year will constitute the following:
A. Dismissal
The Principal may be involved at any given point, but will be involved in step
six and any action that takes place beyond step six.
It must be remembered that in the event of a serious infraction of any of the
desired behaviors, or in the event that a negative behavior endangers life or
property or is a serious threat to the rights of another, the teacher,
supervisor, or principal retains the right to immediately move to any of the
nine steps listed above.
Every child will start each day with a “clean slate”. Names on the board and
check marks will not carry over from one day to the next, providing the
consequence has been completed. Yellow slips and red slips will carry over
through any given quarter, but each child will start a new quarter without any
checks or yellow slips. RED SLIPS will carry over from one quarter to the next
throughout the year. Students who receive no YELLOW or RED SLIPS will be
rewarded at the end of a quarter or at the teacher’s discretion at a more
appropriate time. In addition, at the end of the school year, those students
who have not received any YELLOW or RED SLIPS will be eligible for a special
prize.
ALTERNATIVES TO SUSPENSION
Depending on the nature of the misconduct, alternatives to suspension may be
considered. Listed below are some alternatives that could be considered.
1. Parental Monitoring: Parents sit in on classes with the student for given
periods of time.
2. Writing: Student will write some type of report of appropriate length and
difficulty.
3. Continued Conferences with Parents and the Student.
4. Suspension: From extracurricular or other activities.
5. Other: Determined by the teacher, the principal and the parents.
REASONS FOR EXPULSION
Should it become necessary to expel a student, Education Committee policies
will be followed. Students could be expelled for:
1. Willful violation of any reasonable policy (habitual disobedience).
2. Willful misconduct which materially and substantially disrupts the rights of
others to an education
(Insubordination).
3. Willful misconduct which endangers the student, or other students or school
property (disorderly conduct).
4. Willful misconduct that does not reflect ethical and moral principles of the
Catholic/Christian philosophy of Saint Joseph School.
The Education Committee, if so recommended by the principal, may expel students
for any given period of time after a hearing is held in accordance with the
policies established by the Committee.
SPECIAL EDUCATION
Parental Rights
Private School Placement
If you enroll your child in a private school your child may receive some
publicly funded special education services. You are entitled to reimbursement
for costs associated with the private school placement only if a court or
hearing officer determines that the school had not made a free appropriate
public education available to your child.
The court or hearing officer may reduce or deny reimbursement if you did not
make your child available for an evaluation upon notice from the school district
before removing your child from public school. You may also be denied
reimbursement if you did not inform the school district that you were rejecting
the special education placement proposed by the school district and gave notice
of your concerns and intent to enroll your child in a private school at public
expense.
Your notice to the school district must be given either:
1. at the most recent IEP meeting you attended before removing your child from
the public school, or
2. in writing to the school district at least 10 business days (including
holidays) before removing your child from the public school.
A court or hearing officer may not reduce or deny reimbursement to you if you
failed to notify the school district for any of the following reasons:
1. illiteracy and inability to write in English;
2. giving notice would likely result in physical or serious emotional harm to
the child;
3. the school prevented you from giving notice; or
4. you had not received a copy of Procedural Safeguards in Special Education
for Children and Parents or otherwise been informed of this notice
requirement.
** In Other Words:
If you place your child in a private school without the school’s
endorsement, you could be awarded reimbursement for private school education
costs only if a court or hearing officer determines that the local school was
not providing a free appropriate public education.
WEAPONS ON SAINT JOSEPH PROPERTY
Saint Joseph School has established that possession and/or use of a weapon by
anyone is detrimental to the welfare and safety of the students and school
personnel and , therefore, prohibited. The following articles define and deal
specifically with students violating the weapons policy.
Carrying, bringing, using, or possessing any dangerous or deadly weapon in or on
any Saint Joseph Property or at any activity sponsored by Saint Joseph is
prohibited. Such weapons include, but are not limited to, guns of any kind,
slingshots, bludgeon, brass knuckles, or artificial of any kind, knives of any
kind, and any other look-alike weapons of any kind.
Any object which has a school related purpose that could be used to inflict harm
on another person will be considered a weapon if the object is used in a
threatening manner.
1. The first priority of the principal is to assure the safety of all persons on
Saint Joseph Property. After addressing the safety concerns, the principal will
determine if the person(s) violated the weapons policy. When practicable, the
student’s parents(s) or guardian(s) should be present when a student is
questioned pursuant to this policy. The pastor and Police/Police Youth Bureau
will be notified.
2. A student will be suspended immediately if the principal or designee
determines:
A. The student knowingly violated the weapons policy;
B. The safety of others or the educational environment was adversely affected by
the student’s conduct;
C. The student had the ability to anticipate that the safety of others or the
educational environment would be adversely affected by the student’s conduct. In
making this determination, the principal, pastor, and/or designee may consider
the age, intelligence, and behavioral history of the student.
3. After the student has been suspended, proceedings for the expulsion of the
student shall be initiated immediately. As soon as practicable, the student’s
parent(s) or guardian(s) shall be notified of suspension, if they have not been
so informed previously, and given notice of the time and place for an expulsion
hearing of the board.
4. Reinstatement
A student may be reinstated for the school term and may not be reinstated unless
and providing that:
A. The student satisfies the principal/pastor of their personal contrition;
B. The student satisfies the principal/pastor of their personal resole not to
repeat any comparable acts;
C. The parents/guardians demonstrate to the principal/pastor that an appropriate
combination of special home precautions, home instructional programs,
professional counseling, and home discipline programs of an appropriate design
and duration have been taken to assure the principal/pastor of the absence of
opportunity and inclination on the part of their student to repeat and
comparable acts; and
D. The parents/guardians satisfy to the principal/pastor of the parent’s or
guardian’s profound resolve that comparable acts will not be repeated.
For purpose of this policy, the school term is a school year. If the
principal/pastor determines that the conditions for reinstatement have not been
fulfilled before the beginning of any following school term, the
principal/pastor will make a recommendation to the Saint Joseph School Board and
initiate proceedings for expulsion in the following term.
